Article 1: Name
The name of this organization shall be the Maricopa County
Hispanic Network (hereinafter referred to as MCHN)
Article
2: Purpose
The MCHN is a volunteer employee association founded and conducted
under the auspices of employment with Maricopa County government.
Its members are subject to county employee merit system rules
and appropriate personnel policies and procedures. With
the organizational mission to promote cultural diversity with
commitment to excellence through leadership, education, and
service throughout Maricopa County and the vision of a united
organization respected for its quality services to its members
and the community, which operates as a catalyst for change
through vibrant leadership.
Article
3: Membership
The MCHN shall consist of the following categories of membership:
Full Member; Associate Member; Student Member.
Full
Membership - Maricopa County employees are eligible
to become members of MCHN, provided they subscribe to the
goals and objectives of MCHN. Full Members have voting
privileges.
Associate
Membership - Individuals who are Non-Maricopa County employees
may become Associate Members provided they subscribe to the
goals and objectives of MCHN. Associate Members vote
and participate in MCHN activities, but may not hold MCHN
elected offices.
Student
Membership - Students at the undergraduate and graduate levels
are eligible to become MCHN members, provided they subscribe
to the goals and objectives of MCHN. Student members
vote and participate in MCHN activities, but may not hold
MCHN elected offices.
Article
4: Dues
The Executive Committee shall determine the annual dues for
each member or class of membership. Upon application
annual dues shall be payable to MCHN and annually thereafter
on that date.
Article
5: Elected Officers
The MCHN shall be governed by a eight (8) member board which
will consist of: Chairperson, Chair Elect, Treasurer,
Secretary, Recording Secretary, two (2) Members-at-Large,
and a Sergeant-at-arms. Officers shall serve a term
of one year (July 1 through June 30).
Article
6: Duties of Officers
Chairperson - Presides at meetings of the MCHN, and serves
as Chairperson of the Executive Committee. May appoint members
to committees, task forces, or other bodies as necessary.
Develops an annual plan and budget to accomplish goals and
objectives, which are considered, modified, and approved by
the Executive Committee and ratified by the membership.
Performs such other duties usually incumbent upon office.
Chair
Elect - Exercises Chairman functions if the Chairman is absent
or is unable to serve. Fulfills other duties as may
be delegated by the Chairman. Monitors activities of
the committees to ensure they are consistent with the goals
of the MCHN. The Chair Elect will assume Chairman duties
immediately at the end of the Chairperson term (July 1 through
June 30).
Treasurer
- Keeps accurate records of all monies received and disbursed
and reports at least semi-annually the status of all financial
accounts. Disbursements shall be in accordance with
the approved budget and authorized by the Executive Committee
at the earliest meetings following the disbursements.
Secretary
- Will keep meeting agendas and official correspondence on
behalf of MCHN, as well as telephone the membership, when
necessary, to convey information or advise of meeting dates
and locations, and will oversee accommodations and arranging
meeting location.
Recording
Secretary - Maintains records and proceedings of the MCHN
and assist the Secretary with preparation of correspondence
and telephoning the membership to relay information when necessary.
Members-At-Large
- Communicates and promote the goals and objectives of MCHN.
Actively participates in the affairs of the MCHN.
Sergeant-At-Arms
- Maintains order at all MCHN functions. Shall call
for elections. Oversees the casting of ballots and vote
tabulation, then announce the results at the next general
meeting.
Article
7: Nominations and Elections
Nominations for elected officers of MCHN shall be made by
a nominating committee composed of three members of MCHN and
a Chairperson. The Chairperson is appointed by the Chair
of the Executive Committee. To be eligible and nominated
for service as an officer by the membership of the Executive
Committee and individual must be a member in good standing
of MCHN. The MCHN Executive Committee members shall
be elected by a majority vote of active members present at
a membership meeting.
Article
8: Amendments
The bylaws may be amended by three-quarter (3/4) of the Executive
Committee membership vote or upon thirty (30) days prior written
notice to the MCHN membership allowing for amendments to be
made at the annual meeting by a majority vote of the members
present. The manner of voting shall be determined by
the Executive Committee. Amendments, if approved shall
become effective immediately.
Article
9: Executive Committee & Committees
The Executive Committee will be composed of Chair, Past Chair,
Chair Elect, Treasurer, Secretary, Recording Secretary, Members-At-Large,
and Sergeant-At-Arms. The Chairperson shall appoint,
with the approval of the Executive Committee, such committees
as deemed necessary.
Article
10: Meetings
Regular Meetings shall be held on a monthly basis or as established
by the Executive Committee to adjust for circumstances.
The Executive Committee shall meet as often as necessary to
conduct business.
Committees
The
following committees shall be considered as standing committees
of MCHN. MCHN carries out much of its activities through
the efforts of MCHN members who serve on a variety of committees.
The Executive Committee encourages all MCHN members to be
involved in the life of MCHN by serving on one or more of
these committees. Please contact a member of the Executive
Committee if you are willing to serve in any capacity.
Executive
Committee
The Executive Committee will be composed
of Chair, Past Chair, Chair Elect, Treasurer, Secretary, Recording
Secretary, Members-At-Large, Sergeant-At-Arms. The committee
will set overall policy direction for MCHN and shall be empowered
to decide upon all questions which may arise during the interval
between meetings of the membership. Shall be responsible
for the MCHN budget, bylaws and provide on going guidance
to assure the fulfillment of the goals and objectives of MCHN.
MCHN
Scholarship Education Committee
Responsible for the selection of recipients
of MCHN Scholarship. Encourages and maintains a quality
relationship with ICMA National Hispanic Network Director,
ICMA, and Maricopa County Human Resources Training Coordinator.
Professional
Development Committee
Coordinates professional development opportunities
for MCHN members.
Membership
Committee
Responsible for publishing the annual membership
directory and working to expand MCHN.
Special
Events Committee
Responsible for coordinating and planning
informal breakfast meetings, annual conference programs and
facilities arrangements, social events, luncheons including
arranging for speakers, sites, and menus.
Community
Service Committee
Responsible for promoting
community service opportunities for MCHN members.
Newsletter
Committee
Responsible for preparing and publishing
a newsletter and other communication tools for MCHN members.
Strategic
Planning Committee
Responsible for annual reviewing, updating,
and modifying the MCHN strategic plan. Periodically
reviewing the MCHN mission statement and defining the goals
and objectives to set the direction for the organization.
Fund
Raising Committee
Responsible for raising funds for MCHN.
